On May 10, 2021 final rules for the Emergency Connectivity Fund were released. The ECF is an additional $7.1 billion grant included in the American Rescue Plan Act. Directed by USAC the fund provides monies that districts can apply for to purchase equipment and services for distribution to teachers and to students’ families for primarily educational purposes outside of the school building. Equipment and connectivity would need to be used primarily for educational purposes.

The Emergency Connectivity Fund is intended to meet the unaddressed technological need for students, school staff, and library patrons who would otherwise lack access to devices and connectivity sufficient for remote learning engagement.

On March 23, 2022, the FCC announced a Third Funding Request Window. Between April 28 and May 13, funding may be requested for up to 12 months of eligible services and equipment received July 1, 2022 thru December 31, 2023.

Agenda
  • Third filing window requests will fund purchases made between July 1, 2022 and December 31, 2023 for up to 12 months of eligible services and equipment.
  • Funds can be used to reimburse 100 percent of the costs associated with eligible equipment, advanced telecommunications and information services provided by the school.
  • Eligible equipment includes - Connected Devices, Wi-Fi hotspots, Modems, Routers, and Devices that combine a modem and router.
  • Eligible services include - Cable Modem, Digital Subscriber Line (DSL), Leased Lit Fiber (e.g., fiber to the home or to the premises), Satellite, Wireless (e.g., fixed wireless, microwave, or mobile broadband).
  • Funding is to meet the remote learning needs of students, school staff, and library patrons who would otherwise lack access to connected devices and broadband connections sufficient to engage in remote learning during the upcoming school year.
  • Program administered by the Universal Service Administration Company.
